In the poem, The Mad Hatter is talking to Alice at his tea party.He tells Alice that the March Hare made him sing Twinkle Twinkle Little Bat at the great concert given by the Queen of Hearts, who was not at all impressed.

Twinkle Twinkle Little Bat is a parody of Twinkle Twinkle Little Star, and is sung to the same tune.

Mad Hatter Tea Party - Variations

Children can substitute tea party foods or items for “tea tray”…
the zanier the better e.g.

• Like a cupcake in the sky
• Like a teapot in the sky
• Like a saucer in the sky

Background to Twinkle Twinkle Little Bat

The last two lines -

Twinkle, twinkle little bat
How I wonder what you’re at

are usually added in, though they were not in Lewis Carroll’s original version of Twinkle Twinkle Little Bat. “The Bat” was the nickname given to a former teacher of Lewis Carroll’s at Oxford, Professor Bartholomew Price.
